(Bild: depositphotos)<\/figcaption><\/figure>\n<p>Mit der Regelung des neuen Wasserzinses h\u00e4lt der Bundesrat fest, dass erst ein Wasserzinsmodell erarbeitet werden soll, sobald die Grundz\u00fcge des neuen Strommarktes, die in der bevorstehenden Revision des Stromversorgungsgesetzes definiert werden, bekannt sind.<\/p>\n<p>In der Vernehmlassung zur Revision des WRG schlug der Bundesrat vor, das Wasserzinsmaximum f\u00fcr drei Jahre auf 80 Fr.\/kWbr zu senken. Ebenfalls stellte er ein danach einzuf\u00fchrendes, flexibles Wasserzinsmodell sowie eine Herabsetzung des Wasserzinses nur f\u00fcr defizit\u00e4re Kraftwerke zur Diskussion.<\/p>\n<p><strong>Verheerendes Ergebnis der Vernehmlassung<\/strong><\/p>\n<p>Die zur Diskussion gestellte Flexibilisierung des Wasserzinses wurde in der Vernehmlassung begr\u00fcsst, aber als verfr\u00fcht beurteilt. Zudem: Den Grund f\u00fcr die Defizite in der Wasserkraftbranche sieht die Mehrheit der Kantone und Gemeinden nicht im Wasserzins, sondern in politischen und unternehmerischen Fehlentscheiden, wie der Bundesrat weiter festh\u00e4lt.<\/p>\n<p>Der Grossteil der Strombranche bezeichnet die heutige Regelung \u2013 starres Wasserzinsmodell und Finanzierung durch die Produzenten in einem teilge\u00f6ffneten Markt \u2013 als Systemfehler. Sie spricht sich deshalb f\u00fcr die sofortige Einf\u00fchrung einer flexiblen Wasserzinsregelung aus sowie f\u00fcr eine solidarische Finanzierung von Teilen oder des ganzen Wasserzinses.<\/p>\n<p><strong>Gebirgskantone: sachlich und politisch richtig<\/strong><\/p>\n<p>Angesichts des f\u00fcr den Bundesrat schlechten Vernehmlassungsergebnisses kommt die Landesregierung zum Schluss, die bestehende Situation beizubehalten und gleichzeitig eine neue Regelung an die Hand zu nehmen, sobald die k\u00fcnftigen Rahmenbedingungen klarer sind.<\/p>\n<p>Dazu geh\u00f6ren die laufenden Arbeiten zur Revision des Stromversorgungsgesetzes. Dabei geht es um die Strommarkt\u00f6ffnung, aber auch das geplante Stromabkommen mit der EU. Der Bundesrat beauftragt das Uvek bereits jetzt verschiedene neue Wasserzinsmodelle zu analysieren und weiterzuentwickeln.
