Wir erleben gerade so etwas wie die Z\u00fcndung der zweiten Stufe von K\u00fcnstlicher Intelligenz. Mit dem spektakul\u00e4ren Auftauchen von ChatGPT ist sie im Konsumentenbereich angekommen: KI ist jetzt f\u00fcr jedermann nutzbar. Damit hat sie ein Stadium erreicht, das typisch ist f\u00fcr die Adaption wegweisender Technologien. Das Auto erlebte den Durchbruch zum massentauglichen Vehikel vor rund 100 Jahren durch die Erfindung des Anlassers und Henry Fords Fliessbandproduktion, der Computer wurde Anfang der neunziger Jahre dank Gordon Moores ber\u00fchmtem Gesetz durch die Verf\u00fcgbarkeit immer kleinerer, leistungsf\u00e4higerer und g\u00fcnstigerer Bauteile zum privaten Konsumartikel. Und jetzt also KI.<\/p>\r\n

Am Kipp-Punkt angekommen<\/h3>\r\n

Autokraten, Milit\u00e4rs, Geheimdienste und Tech-Konzerne scharren verz\u00fcckt mit den Hufen und tr\u00e4umen von ungeahnten Machtoptionen und Gewinnmargen. Das mag ihr Job sein, unser Job ist es ganz sicher, ihnen dabei auf die Finger zu schauen \u2013 und notfalls kr\u00e4ftig drauf zu klopfen. Denn in einem Punkt haben sie ja Recht: K\u00fcnstliche Intelligenz hat das Zeug, alles auf den Kopf zu stellen. Der in den letzten Jahren so inflation\u00e4r gebrauchte Begriff der \u201eDisruption\u201c beschreibt nicht ann\u00e4hernd ihre innovative Sprengkraft. Die Frage ist, ob wir das mit uns machen lassen. In seinem j\u00fcngsten Buch beschreibt der Politologe Herfried M\u00fcnkler, emeritierter Professor am Institut f\u00fcr Sozialwissenschaften der Humboldt-Universit\u00e4t Berlin, die gr\u00f6\u00dfte Gefahr f\u00fcr freiheitliche Demokratien: wachsende Passivit\u00e4t, Indifferenz und Desinteresse der Bev\u00f6lkerung am politischen Prozess. Das gilt fatalerweise auch f\u00fcr den kritischen Umgang mit neuen Technologien \u2013 und endet eben in Fatalismus. Wenn selbstorganisierende Drohnenschw\u00e4rme<\/a> per Face Recognition auf Menschenjagd gehen, ist es zu sp\u00e4t, dann gibt es kein Zur\u00fcck mehr.<\/p>\r\n

KI: Der feuchte Traum jedes Potentaten<\/h3>\r\n

KI hat das Potenzial, sich zum wohl gr\u00f6ssten Anschlag auf die individuelle Freiheit zu entwickeln, so wie wir sie seit Ende des 2. Weltkriegs erleben durften. Die B\u00e4ndigung und Fesselung des Krieges ist sp\u00e4testens seit der ersten Atombombe zu einer im wahrsten Sinne des Wortes existentiellen Menschheitsaufgabe geworden. Genauso wenig darf die Kontrolle der KI-Entwicklung und -Anwendung den IT-Experten, Milit\u00e4rs und Konzernen, also dem vermeintlich freien Spiel der Kr\u00e4fte und M\u00e4rkte mit ihrer hypertrophen Eigendynamik \u00fcberlassen werden. Daf\u00fcr steht viel zu viel auf dem Spiel. Wir w\u00fcrden ein hungriges L\u00f6wenrudel ja auch nicht \u00fcber ein Verbot der Gazellenjagd entscheiden lassen. Despektierlich formuliert: KI ist der feuchte Traum jedes Potentaten. Es geht wie gesagt um nicht weniger als unsere Freiheit und Selbstverantwortung als Individuen. Zugegeben, es w\u00e4re das erste Mal in der Geschichte, dass eine neue Technologie nicht pervertiert w\u00fcrde. Aber wenn wir den Optimismus nicht mehr h\u00e4tten, diesen Knoten endlich einmal zu durchschlagen, dann k\u00f6nnten wir uns den Sklavenring auch gleich selbst anlegen. Technik hat den Menschen zu dienen, nicht umgekehrt.<\/p>\r\n

Hilflos der Dynamik ausgeliefert?<\/h3>\r\n

Das Bedr\u00fcckendste an der aktuellen Situation ist vielleicht die Hilflosigkeit, mit der wir ihrer Dynamik gegen\u00fcberstehen. Welchen Effekt soll das von der KI-Expertengruppe rund um Elon Musk geforderte Moratorium haben? Sechs Monate Zwangsurlaub f\u00fcr Entwickler? Und was soll in der Zwischenzeit passieren? Weder Despoten noch gierige Konzerne werden sich davon aufhalten lassen. Und von der Politik d\u00fcrfen wir keine Hilfe erwarten. Wer selbst die Deutschland-Cloud (Gaia-X) zur totgeschwiegenen Lachnummer verkommen l\u00e4sst, hat seine Unf\u00e4higkeit in Sachen IT hinreichend dokumentiert. Und selbst wenn, was k\u00f6nnte die Schweiz, Deutschland oder Europa schon ausrichten? Wir sind ja bereits meilenweit abgeh\u00e4ngt und hecheln lieber kurzatmig hinterher. Ein d\u00fcsteres Szenario.<\/p>\r\n
