Der Regierungsrat schl\u00e4gt eine Erh\u00f6hung der Beherbergungsabgabe von 50 Rappen pro Logiernacht auf 1,10 Franken vor. Damit w\u00fcrden f\u00fcr F\u00f6rdermassnahmen statt 1,2 Millionen Franken neu 2,5 Millionen Franken j\u00e4hrlich zur Verf\u00fcgung stehen.<\/p>\r\n<p>Diese und weitere \u00c4nderungen im Tourismusgesetz hat der Regierungsrat am Freitag in die Vernehmlassung gegeben. Anlass dazu bildeten das neue kantonale Tourismusleitbild und Forderungen des Kantonsrats.<\/p>\r\n<p>Heute wird die Beherbergungsabgabe zur Finanzierung des Tourismusmarketings verwendet. Bei der Erarbeitung des neuen Tourismusleitbilds habe sich gezeigt, dass eine erweiterte Tourismusf\u00f6rderung erw\u00fcnscht sei, heisst es in dem Vernehmlassungsbericht des Regierungsrats.<\/p>\r\n<p>Das klassische Marketing, mit dem die G\u00e4ste direkt angesprochen werden, soll durch eine ganzheitliche F\u00f6rderung ersetzt werden. Als Beispiele genannt werden etwa die Entwicklung eines klimavertr\u00e4glichen Angebots oder die Ber\u00fccksichtigung der Bed\u00fcrfnisse der Einheimischen, aber auch die Vernetzung und die digitale Transformation.<\/p>\r\n<h3><strong>Teure Digitalisierung<\/strong><\/h3>\r\n<p>Darauf hingewiesen wird, dass etwa die Digitalisierung teuer und aufwendig sei. Gleichzeitig bestehe die Tourismusbranche aus vielen und kleinen Unternehmen. Es sei aber wichtig, dass alle, und nicht nur die grossen Unternehmen, die Digitalisierung vorantreiben k\u00f6nnten.<\/p>\r\n<p>Grunds\u00e4tzlich sollen die Tourismusorganisationen f\u00fcr die Tourismusf\u00f6rderung zust\u00e4ndig bleiben. Neu soll aber auch der Kanton durch die Beherbergungsabgabe eingenommenen Gelder direkt einsetzen k\u00f6nnen.<\/p>\r\n<p>Der Regierungsrat will die Erhebung der Beherbergungsabgabe zudem effizienter machen. Da diese auf dem G\u00e4stemeldewesen basiert, soll dieses digitalisiert werden. Im Kanton Luzern sind die Hotels und andere Beherbergungsbetriebe verpflichtet, eine wahrheitsgetreue Kontrolle ihrer in- und ausl\u00e4ndischen G\u00e4ste zu f\u00fchren.<\/p>\r\n<h3>Taxpflichtiges Couchsurfing<\/h3>\r\n<p>Die Beherbergungstaxe einnehmen muss jeder, der gegen Geld oder eine geldwertige Leistung G\u00e4ste aufnimmt. Das Gesetz soll dahingehend pr\u00e4zisiert werden, dass klar ist, dass auch neue, etwa durch Airbnb angestossene Formen der Beherbergung \u2013 etwa das Couchsurfing, das Vermieten der eigenen Wohnung w\u00e4hrend den Ferien an Touristen oder der Wohnungstausch \u2013 unter die Abgabepflicht fallen.<\/p>\r\n<p>Zudem ist vorgesehen, dass die Gemeinden bei der Erhebung der Kurtaxe mehr Spielraum erhalten. Es geht dabei vor allem um die Pauschalkurtaxe.
