Mit 122 zu 71 Stimmen gab die grosse Kammer der Parlamentarischen Initiative von Baptiste Hurni (SP\/NE) keine Folge. Hurni reichte die Initiative noch als Nationalrat ein. Heute ist er St\u00e4nderat. Er argumentierte, die Krankenkassenpr\u00e4mien stiegen und stiegen, doch die Krankenkassen machten Werbung im grossen Stil. Diese \u00abunn\u00f6tigen Ausgaben\u00bb seien zu stoppen.<\/p>\r\n

Die Kommission f\u00fcr soziale Sicherheit und Gesundheit des Nationalrats (SGK-N) gab der Initiative Anfang dieses Jahres noch Folge. Doch stimmte die st\u00e4nder\u00e4tliche Schwesterkommission diesem Entscheid nicht zu, sodass die Initiative zur\u00fcck in die SGK-N kam.<\/p>\r\n

Diese beantragte nun, dem Vorstoss keine Folge zu geben. Kommissionssprecherin Kris Vietze (TG\/FDP) sagte im Rat, bei einem Werbeverbot k\u00f6nnten aus Sicht der Kommissionsmehrheit Krankenkassen neue Angebote nicht mehr bekanntmachen. Das w\u00fcrde zwangsl\u00e4ufig Innovation, Angebotsvielfalt und Wettbewerb behindern.<\/p>\r\n

Auch seien Umsetzungsprobleme zu bef\u00fcrchten, da viele Krankenkassen sowohl im Grund- wie im Zusatzversicherungsbereich t\u00e4tig seien. Zudem machten die Werbeausgaben der Kassen rund 0,4 Prozent des Pr\u00e4mienvolumens aus. Es ginge also nicht um nennenswerte Einsparungen.
