Damit die Jahre statistisch vergleichbar sind, wird der Einfluss des Winterwetters auf den Heiz\u00f6l- und Gasverbrauch mittels der sogenannten Witterungsbereinigung rechnerisch ausgeglichen.<\/p>\n<p>Die am 11.\u00a0Juli 2016 ver\u00f6ffentlichte CO2-Statistik f\u00fcr das Jahr 2015 zeigt, dass sich der abnehmende Trend bei den witterungsbereinigten Emissionen aus Brennstoffen weiter fortschreibt. Gegen\u00fcber 1990 lagen diese Emissionen um 23,6\u00a0Prozent tiefer. Der Verlauf dieser Emissionen ist gem\u00e4ss CO2-Verordnung f\u00fcr die Anpassung der CO2-Abgabe auf Brennstoffe massgebend. Ein n\u00e4chster Erh\u00f6hungsschritt k\u00f6nnte auf 2018 eintreten, sofern die CO2-Emissionen aus Brennstoffen im Jahr 2016 nicht mindestens 27\u00a0Prozent unter dem Wert von 1990 liegen.<\/p>\n<p>Ohne Witterungsbereinigung sind die CO2-Emissionen aus Brennstoffen gegen\u00fcber dem Vorjahr um 5 Prozent angestiegen. Die starke Schwankung je nach Heizgradtagen ist ein Indiz daf\u00fcr, dass der Geb\u00e4udepark noch immer zu einem grossen Teil fossil beheizt wird.<\/p>\n<p><strong>Weniger Emissionen aus Treibstoffen<\/strong><br \/>\nTrotz zunehmender Verkehrsleistung weisen die Emissionen aus Treibstoffen eine markante Abnahme im Vergleich zum Vorjahr aus. Der beobachtete abrupte R\u00fcckgang der Emissionen ist zu einem \u00fcberwiegenden Anteil auf die Aufhebung des Euro-Mindestkurses durch die Nationalbank und den dadurch verursachten Ver\u00e4nderungen des Tanktourismus zuzuschreiben (Einbruch des Tanktourismus aus dem Ausland beim Benzin und Zunahme des Tanktourismus von Schweizern im benachbarten Ausland beim Diesel). Obwohl die Verwendung von biogenen Treibstoffen gegen\u00fcber dem Vorjahr markant zunahm, bleibt der Effekt auf die gesamten Verkehrsemissionen nach wie vor gering, da ihr Anteil am gesamten Treibstoffverbrauch im Jahr 2015 nur knapp 1\u00a0Prozent betrug.<\/p>\n<p><strong>Witterungsbereinigung<\/strong><br \/>\nDie Witterungsbereinigung hat zum Ziel, den durch die unterschiedlich kalten Wintermonate verursachten Mehr- oder Minderverbrauch an Heizenergie zu bestimmen und auf eine mittlere Witterung umzurechnen. Als Mass werden einerseits die sogenannten Heizgradtage (Tage, an denen die Temperatur unter 12 Grad Celsius bleibt), andererseits die Strahlungswerte w\u00e4hrend der Wintermonate (f\u00fcr gut isolierte H\u00e4user eine wichtige Bestimmungsgr\u00f6sse des Brennstoffverbrauchs) verwendet. Referenzpunkt bildet das Jahr 1990, auf das die Zeitreihe normiert ist; d.h. dass in diesem Jahr die effektiven und die witterungsbereinigten Emissionswerte gleich sind.
