CC BY-SA 2.0<\/figcaption><\/figure>\n<p>Notwendig war die Totalrevision, um den Ver\u00e4nderungen der vergangenen Jahrzehnte gerecht zu werden und die neuen Herausforderungen in der Schweizer Abfallwirtschaft zu meistern. Die wichtigsten \u00c4nderungen der neu benannten \u00abVerordnung \u00fcber die Vermeidung und die Entsorgung von Abf\u00e4llen\u00bb (VVEA), kurz \u00abAbfallverordnung\u00bb, sind folgende:<\/p>\n<p>Neu enth\u00e4lt sie Vorschriften f\u00fcr die Verwertung von biogenen Abf\u00e4llen, wie beispielsweise von Lebensmitteln oder Holzabf\u00e4llen.<br \/>\nDie Vorgaben f\u00fcr Deponien wurden dem Stand der Technik angepasst. Dabei wurde klarer geregelt, wie die Nachsorge nach Abschluss des Deponiebetriebs sichergestellt werden muss.<br \/>\nDie Phosphorr\u00fcckgewinnung aus Kl\u00e4rschlamm, Tier- und Knochenmehl wird zur Pflicht. Es gilt eine \u00dcbergangsfrist von zehn Jahren.<br \/>\nNeu pr\u00e4zisiert die Verordnung, wie Abf\u00e4lle in Zementwerken verwertet werden d\u00fcrfen.<br \/>\nBerichterstattung, Informationspflicht und Ausbildung werden neu geregelt.<\/p>\n<p>Der Bundesrat hat heute die VVEA auf den 1. Januar 2016 in Kraft gesetzt.<\/p>\n<p><strong>Positive Auswirkungen auf die Volkswirtschaft<\/strong><\/p>\n<p>Die Technische Verordnung \u00fcber Abf\u00e4lle stammt von 1990, in der Zwischenzeit hat sich viel ver\u00e4ndert. In den n\u00e4chsten Jahren soll sich die Abfallwirtschaft zur Ressourcenwirtschaft entwickeln. Hauptziel der Verordnungsrevision ist die Schonung der Ressourcen. Damit lassen sich positive Effekte auf die Volkswirtschaft erzielen. Geschlossene Rohstoff-Kreisl\u00e4ufe f\u00fchren mittel- und langfristig zu einer g\u00fcnstigeren Entsorgungsinfrastruktur, da bei den Kehrichtverbrennungsanlagen Kapazit\u00e4ten eingespart werden k\u00f6nnen.
