(Image : Unsplash)<\/figcaption><\/figure>\n<p class=\"contentHead\">Lors de la conf\u00e9rence sur le climat \u00e0 Katowice, la Suisse s'engage pour des directives robustes qui garantissent une mise en \u0153uvre efficace de la convention. L'accord de Paris sur le climat engage tous les \u00c9tats \u00e0 prendre des mesures concr\u00e8tes pour prot\u00e9ger le climat \u00e0 partir de 2020, en fonction de leurs responsabilit\u00e9s et des moyens dont ils disposent. Ainsi, tous les cinq ans, les \u00c9tats doivent formuler un objectif de r\u00e9duction des \u00e9missions plus \u00e9lev\u00e9 \u00e0 chaque fois, prendre des mesures pour l'atteindre et faire rapport sur les progr\u00e8s r\u00e9alis\u00e9s.<\/p>\n<p class=\"contentHead\">La convention comprend en outre des dispositions relatives \u00e0 l'adaptation au r\u00e9chauffement climatique et aux mesures de soutien telles que le financement et le transfert de technologie. Lors de la 24e Conf\u00e9rence des Parties (COP24) \u00e0 la Convention-cadre des Nations Unies sur les changements climatiques, les \u00c9tats doivent maintenant adopter les r\u00e8gles d\u00e9taill\u00e9es de mise en \u0153uvre de ces points.<\/p>\n<div class=\"mod mod-nsbnewsdetails\">\n<p><strong>Des directives uniformes pour toutes les parties<\/strong><\/p>\n<p>Conform\u00e9ment au mandat adopt\u00e9 par le Conseil f\u00e9d\u00e9ral le 21 septembre 2018, la d\u00e9l\u00e9gation suisse s'engagera en faveur de r\u00e9glementations robustes et d\u00e9taill\u00e9es qui garantissent une mise en \u0153uvre efficace de l'Accord de Paris. La d\u00e9l\u00e9gation soutiendra en particulier l'introduction de prescriptions uniformes pour toutes les parties. Celles-ci concernent notamment la description de l'objectif national de r\u00e9duction, l'augmentation de cet objectif \u00e0 annoncer tous les cinq ans ainsi que la comptabilisation des \u00e9missions et des r\u00e9ductions d'\u00e9missions r\u00e9alis\u00e9es.<\/p>\n<p>La Suisse s'engagera en outre en faveur de directives contraignantes pour la prise en compte des r\u00e9ductions d'\u00e9missions r\u00e9alis\u00e9es \u00e0 l'\u00e9tranger. Ces r\u00e9ductions ne doivent pas \u00eatre comptabilis\u00e9es plusieurs fois et ne doivent pas avoir d'impact n\u00e9gatif sur l'environnement. En ce qui concerne le financement, la Suisse soutiendra les recommandations visant \u00e0 am\u00e9liorer la transparence des moyens mis en \u0153uvre.<\/p>\n<p><b>Discussions minist\u00e9rielles sur des mesures suppl\u00e9mentaires<\/b><\/p>\n<p>La conseill\u00e8re f\u00e9d\u00e9rale Doris Leuthard participera \u00e0 la r\u00e9union minist\u00e9rielle qui se tiendra au cours des derniers jours de la conf\u00e9rence. Dans le cadre du dialogue de Talanoa, les ministres discuteront de la mani\u00e8re de combler l'\u00e9cart entre les objectifs de r\u00e9duction actuels des \u00c9tats et l'objectif global de limiter le r\u00e9chauffement climatique nettement en dessous de 2 degr\u00e9s, voire \u00e0 1,5 degr\u00e9 Celsius. Les ministres prendront notamment connaissance du rapport du Groupe d'experts intergouvernemental sur l'\u00e9volution du climat (GIEC), qui sera publi\u00e9 en octobre.<\/p>\n<p>Ce rapport porte sur les cons\u00e9quences d'une limitation du r\u00e9chauffement climatique \u00e0 1,5 degr\u00e9 Celsius et sur les pistes de r\u00e9duction des \u00e9missions pour atteindre cet objectif.
