Le secteur financier joue un r\u00f4le central dans la r\u00e9alisation de ces objectifs climatiques nationaux, mais aussi mondiaux. Un rapport de Swiss Sustainable Finance (SSF) met en lumi\u00e8re diff\u00e9rents instruments financiers qui soutiennent le changement vers une \u00e9conomie et une soci\u00e9t\u00e9 respectueuses du climat. Le rapport contient en outre des recommandations concr\u00e8tes et des options d'action pour am\u00e9liorer les conditions-cadres.<\/p>\n

D'ici 2050, un volume d'investissement annuel moyen de 3 500 milliards de dollars est n\u00e9cessaire pour transformer les syst\u00e8mes \u00e9nerg\u00e9tiques mondiaux de mani\u00e8re \u00e0 atteindre l'objectif de 1,5 degr\u00e9 fix\u00e9 par l'accord de Paris sur le climat. Le Groupe d'experts intergouvernemental sur l'\u00e9volution du climat (GIEC) a chiffr\u00e9 cette somme \u00e9norme, sans compter d'autres secteurs comme l'agriculture ou l'immobilier 1 . Il est \u00e9vident que le secteur financier est lui aussi mis \u00e0 contribution. Dans son dernier rapport \"Financing the Low-Carbon Economy - Instruments, Barriers and Recommendations\", Swiss Sustainable Finance montre l'\u00e9ventail des diff\u00e9rentes solutions financi\u00e8res qui existent d\u00e9j\u00e0 aujourd'hui pour promouvoir une \u00e9conomie respectueuse du climat. Le compendium complet met en lumi\u00e8re 16 instruments et points de d\u00e9part, dont l'application est illustr\u00e9e par 8 \u00e9tudes de cas suppl\u00e9mentaires.<\/p>\n

Investissements directs avec un effet de levier plus important<\/strong><\/p>\n

Selon l'\u00e9tude de march\u00e9 du SSF, environ un tiers de tous les placements en Suisse \u00e9taient d\u00e9j\u00e0 g\u00e9r\u00e9s de mani\u00e8re durable en 2019, la plupart du temps il s'agissait d'investissements sur le march\u00e9 secondaire. Mais on peut s'attendre \u00e0 un impact encore plus important l\u00e0 o\u00f9 de nouveaux projets respectueux du climat sont directement financ\u00e9s ou assur\u00e9s. Ce rapport pr\u00e9sente donc en d\u00e9tail les instruments correspondants tels que les obligations vertes, les investissements immobiliers directs, les hypoth\u00e8ques vertes, les solutions d'assurance, les investissements sur les march\u00e9s priv\u00e9s, le financement communautaire et les contrats de performance \u00e9nerg\u00e9tique, explique leur mode d'action et donne une estimation de la maturit\u00e9 des instruments correspondants. Il met \u00e9galement en lumi\u00e8re l'efficacit\u00e9 de la l\u00e9gislation environnementale suisse, qui influence consid\u00e9rablement le succ\u00e8s de diff\u00e9rentes solutions financi\u00e8res.<\/p>\n

Des exemples de cas suisses illustrent un grand potentiel<\/strong><\/p>\n

Des exemples concrets montrent comment de telles solutions financi\u00e8res d\u00e9ploient leurs effets dans la pratique. Par exemple, la ville de Lausanne a cr\u00e9\u00e9 une entreprise qui loue des toits pour y installer des panneaux solaires. L'\u00e9lectricit\u00e9 produite est directement vendue aux utilisateurs locaux, ce qui repr\u00e9sente un investissement rentable pour la soci\u00e9t\u00e9 exploitante et permet aux clients d'acc\u00e9der \u00e0 une \u00e9lectricit\u00e9 renouvelable bon march\u00e9. Un autre exemple illustre le r\u00f4le important d'un fonds d'infrastructure dans la r\u00e9alisation de projets \u00e0 forte intensit\u00e9 de capital pour des installations \u00e9nerg\u00e9tiques locales bas\u00e9es sur des sources d'\u00e9nergie renouvelables. Enfin, un autre article montre comment une solution d'assurance innovante encourage les investissements des PME en mati\u00e8re d'efficacit\u00e9 \u00e9nerg\u00e9tique en prenant en charge le risque que l'investissement ne permette pas de r\u00e9aliser les \u00e9conomies calcul\u00e9es. Apr\u00e8s avoir \u00e9t\u00e9 mis en \u0153uvre avec succ\u00e8s par une fondation suisse en Am\u00e9rique latine, ce mod\u00e8le doit maintenant \u00eatre d\u00e9ploy\u00e9 en Europe.<\/p>\n

Recommandations concr\u00e8tes pour am\u00e9liorer les conditions-cadres<\/strong><\/p>\n

Toutefois, le potentiel de bon nombre des solutions financi\u00e8res mentionn\u00e9es n'a pas encore \u00e9t\u00e9 exploit\u00e9. Pour que les solutions financi\u00e8res puissent mobiliser les sommes n\u00e9cessaires \u00e0 un changement vers une \u00e9conomie respectueuse du climat, les barri\u00e8res existantes \u00e0 une application plus large de tels instruments doivent \u00eatre lev\u00e9es. SSF voit ici plusieurs points de d\u00e9part urgents, entre autres les lacunes existantes en mati\u00e8re de donn\u00e9es sur la durabilit\u00e9 et la compatibilit\u00e9 climatique devraient \u00eatre combl\u00e9es par des efforts du secteur priv\u00e9, mais aussi avec le soutien du gouvernement. En outre, la cr\u00e9ation de d\u00e9finitions et de normes claires pour les investissements respectueux du climat ainsi que la formation cibl\u00e9e sur ce th\u00e8me peuvent contribuer \u00e0 un d\u00e9veloppement suppl\u00e9mentaire du march\u00e9. Mais les signaux de prix appropri\u00e9s dans l'\u00e9conomie r\u00e9elle sont \u00e9galement d\u00e9cisifs pour l'utilisation efficace de telles solutions financi\u00e8res : en fin de compte, il faut d\u00e9finir un prix du CO2 qui garantisse que les technologies respectueuses du climat s'imposent rapidement et que les technologies \u00e0 forte \u00e9mission de CO2 deviennent obsol\u00e8tes. Enfin, le gouvernement peut \u00e9galement continuer \u00e0 promouvoir les instruments correspondants par le biais d'incitations ou en r\u00e9duisant de mani\u00e8re cibl\u00e9e les risques d'investissement.<\/p>\n

Une large utilisation des instruments acc\u00e9l\u00e8re la transformation vers une \u00e9conomie respectueuse du climat<\/strong><\/p>\n

Il est clair que le secteur financier dispose d\u00e9j\u00e0 d'une large palette d'instruments qui peuvent contribuer de mani\u00e8re importante \u00e0 la r\u00e9alisation des objectifs climatiques de la Suisse et, \u00e0 l'\u00e9chelle mondiale, \u00e0 une transformation rapide de l'\u00e9conomie. Tous les acteurs du syst\u00e8me financier suisse disposent de points de d\u00e9part, comme le montre clairement le graphique r\u00e9capitulatif (voir tableau 1 du rapport). Il s'agit maintenant d'utiliser encore plus largement les instruments disponibles - et d'acc\u00e9l\u00e9rer ainsi le changement vers une \u00e9conomie et une soci\u00e9t\u00e9 respectueuses du climat.<\/p>\n
