(Image : Pixabay)<\/figcaption><\/figure>\n<p>Afin de prendre en compte les objectifs de durabilit\u00e9 de l'ONU \u00e0 l'\u00e9chelle mondiale, il est n\u00e9cessaire que les diff\u00e9rents champs d'action ne soient pas dissoci\u00e9s, mais int\u00e9gr\u00e9s dans les affaires politiques.<\/p>\n<p><strong>Places de choix<\/strong><\/p>\n<p>L'agenda de l'ONU pour le d\u00e9veloppement durable (Agenda 2030 pour le d\u00e9veloppement durable et les Objectifs de d\u00e9veloppement durable ODD) a permis d'esquisser au niveau mondial un cadre commun pour une collaboration partenariale entre tous les acteurs. La Suisse s'est engag\u00e9e \u00e0 mettre en \u0153uvre cet agenda au niveau national et \u00e0 en rendre compte. Le rapport national du Conseil f\u00e9d\u00e9ral au \"High Level Political Forum\" (HLPF) de l'ONU montre que la Suisse est en bonne voie. Dans de nombreux domaines, les entreprises et l'\u00c9tat ou les entreprises et les ONG coop\u00e8rent d\u00e9j\u00e0 avec succ\u00e8s et ont ainsi \u00e9tabli des solutions ayant valeur de mod\u00e8le ; notamment le syst\u00e8me de formation dual, le partenariat social ou le syst\u00e8me de pr\u00e9voyance au financement relativement stable.<\/p>\n<p>La Suisse n'a pas \u00e0 rougir de la comparaison internationale et occupe les premi\u00e8res places dans des domaines importants tels que la protection technique de l'environnement, la coh\u00e9sion sociale, la qualit\u00e9 de vie et l'\u00e9conomie durable.<\/p>\n<p><strong>N\u00e9cessit\u00e9 d'agir <\/strong><\/p>\n<p>Mais des mesures doivent encore \u00eatre prises, notamment en Suisse. Les acteurs non gouvernementaux du groupe d'accompagnement ont identifi\u00e9 ensemble des d\u00e9fis dans huit domaines th\u00e9matiques qui doivent \u00eatre abord\u00e9s en priorit\u00e9 lors de la mise en \u0153uvre :<\/p>\n<p><em>(1) Soci\u00e9t\u00e9 solidaire<\/em><\/p>\n<p><em>(2) Produire et consommer durablement<\/em><\/p>\n<p><em>(3) Pr\u00e9server les bases naturelles de la vie<\/em><\/p>\n<p><em>(4) Garantir des soins de sant\u00e9 pour tous<\/em><\/p>\n<p><em>(5) Renforcer l'usine et le lieu de travail<\/em><\/p>\n<p><em>(6) Rendre l'urbanisation durable<\/em><\/p>\n<p><em>(7) Renforcer l'\u00e9conomie durable<\/em><\/p>\n<p><em>(8) Renforcer l'\u00e9ducation<\/em><\/p>\n<p>Ces d\u00e9fis sont pr\u00e9cis\u00e9s au chapitre 10 du rapport de base d\u00e9taill\u00e9 pour le rapport national officiel, que le DFAE a publi\u00e9 s\u00e9par\u00e9ment en juin 2018 - voir annexe.<\/p>\n<p>Pour faire face \u00e0 ce besoin d'action, une approche partenariale est n\u00e9cessaire. Le fait que les milieux les plus divers aient pu se mettre d'accord sur les champs th\u00e9matiques et la proc\u00e9dure \u00e0 suivre montre que cela est possible. Mais il est \u00e9galement n\u00e9cessaire d'avoir un ancrage institutionnel plus clair dans la politique suisse, au lieu de multiples activit\u00e9s parall\u00e8les de certains offices, et d'int\u00e9grer la mise en \u0153uvre des ODD dans les processus politiques ordinaires. Sinon, la Suisse n'exploite pas son potentiel et gaspille des ressources dans des processus parall\u00e8les. Par exemple, au lieu d'une planification parall\u00e8le de la durabilit\u00e9, le programme de l\u00e9gislature devrait \u00eatre ax\u00e9 sur les ODD.<\/p>\n<p>Il est imp\u00e9ratif d'ancrer l'Agenda 2030 \u00e0 un niveau institutionnel \u00e9lev\u00e9 et de lui accorder une priorit\u00e9 strat\u00e9gique, de mettre \u00e0 disposition et de regrouper les moyens n\u00e9cessaires et de renforcer la coh\u00e9rence des d\u00e9cisions politiques. Cela permet de consid\u00e9rer les ODD comme un cadre d'orientation global et non comme un corset r\u00e9glementaire.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><em>1Les offices responsables ARE et DDC ont mis en place un groupe d'accompagnement pour suivre les travaux de mise en \u0153uvre des Objectifs de d\u00e9veloppement durable de l'ONU. Les membres y d\u00e9fendent des points de vue personnels et consultent en permanence les milieux qu'ils repr\u00e9sentent \u00e0 ce sujet.
