Certains cas, comme la plainte d\u00e9pos\u00e9e par ClimateSenior contre la Suisse devant la Cour europ\u00e9enne des droits de l'homme \u00e0 Strasbourg, ne sont qu'une partie de cette \u00e9volution. \"Les sciences juridiques n'ont encore gu\u00e8re discut\u00e9 de l'importance des subventions dans la protection du climat\", explique Charlotte Blattner, ma\u00eetre-assistante \u00e0 l'Institut de droit public et membre du Centre Oeschger de recherche sur le climat de l'Universit\u00e9 de Berne, qui fait partie de l'\u00e9quipe d'organisation du colloque \u00e0 l'interface des sciences climatiques et juridiques.<\/p>\n<p>L'importance des subventions en Suisse est prouv\u00e9e par un chiffre recueilli par Avenir Suisse 2022 : 57 milliards de francs sont d\u00e9pens\u00e9s chaque ann\u00e9e par la seule Conf\u00e9d\u00e9ration. Les subventions des cantons et des communes, dont le montant est inconnu, ne sont pas comprises dans ce chiffre. Certains de ces paiements peuvent encourager des d\u00e9veloppements qui augmentent les \u00e9missions de gaz \u00e0 effet de serre en Suisse. C'est le cas des subventions accord\u00e9es aux a\u00e9roports ou d'un imp\u00f4t r\u00e9duit sur les huiles min\u00e9rales pour les v\u00e9hicules de l'agriculture et de la sylviculture. Outre cette promotion directe, il existe \u00e9galement des facteurs indirects, par exemple un avantage fiscal pour les logements occup\u00e9s par leur propri\u00e9taire, qui peuvent augmenter l'espace \u00e0 chauffer et la mobilit\u00e9.<\/p>\n<h3><strong>\u00c9viter les conflits d'objectifs<\/strong><\/h3>\n<p>Premi\u00e8re manifestation de ce type en Suisse, la Journ\u00e9e bernoise des subventions propose en guise d'introduction six conf\u00e9rences donn\u00e9es par des intervenants de l'universit\u00e9 de Berne et d'ailleurs. Les contenus seront ensuite approfondis dans le cadre d'ateliers parall\u00e8les. Les th\u00e8mes de discussion vont de \"Subventions et syst\u00e8me \u00e9nerg\u00e9tique\" \u00e0 \"Le r\u00f4le des communes dans la promotion\", en passant par \"Les incitations dans la (loi) sur la protection du climat : Potentiel, limites et dangers\" jusqu'\u00e0 \"Protection du climat et subventions dans l'agriculture\".<\/p>\n<p>Peter Bieri, ma\u00eetre-assistant \u00e0 l'Institut de droit public de l'Universit\u00e9 de Berne et co-organisateur du colloque, r\u00e9sume ainsi le point de d\u00e9part du colloque : \"L'objectif des subventions est en g\u00e9n\u00e9ral leur efficacit\u00e9, et celle-ci doit toujours \u00eatre v\u00e9rifi\u00e9e. Les subventions doivent encourager l'action priv\u00e9e qui est dans l'int\u00e9r\u00eat public.
