(Image symbolique : Unplash)<\/figcaption><\/figure>\n<p>Le conseiller national Alois Gm\u00fcr (PDC, SZ) veut lutter contre le littering et r\u00e9duire la consommation de ressources des emballages de boissons en imposant une consigne sur les canettes et les bouteilles de boissons. Pour cela, il a d\u00e9pos\u00e9 une initiative parlementaire le 21 juin 2019. Au vu des nombreuses informations erron\u00e9es sur la consigne, l'organisation fa\u00eeti\u00e8re Swiss Recycling a \u00e9t\u00e9 amen\u00e9e \u00e0 examiner les faits actuels et \u00e0 les rassembler dans un rapport.<\/p>\n<p><strong>La modification du syst\u00e8me de reprise ne cr\u00e9e pas de plus-value \u00e9cologique<\/strong><br \/>\nLa consigne permet d'organiser la collecte. Il s'agit d'une incitation financi\u00e8re pour que les emballages de boissons soient rapport\u00e9s intacts \u00e0 un point de collecte - g\u00e9n\u00e9ralement un distributeur automatique de consigne. La consigne est donc indispensable pour les syst\u00e8mes r\u00e9utilisables. Mais une consigne peut \u00e9galement \u00eatre pr\u00e9lev\u00e9e sur les emballages \u00e0 usage unique (\"consigne \u00e0 usage unique\"), ce qui devrait \u00eatre fait suite \u00e0 l'initiative parlementaire d'Alois Gm\u00fcr.<br \/>\nLa consigne en soi n'a aucune influence sur le fait qu'un emballage de boisson usag\u00e9 soit rempli \u00e0 nouveau ou recycl\u00e9. Les exp\u00e9riences faites \u00e0 l'\u00e9tranger (par exemple en Allemagne) montrent que l'introduction d'une consigne n'entra\u00eene pas d'augmentation de la part des emballages r\u00e9utilisables. La consigne n'a aucune influence sur la consommation de ressources.<\/p>\n<p><strong>Les consommateurs perdent<\/strong><br \/>\nAvec une consigne obligatoire, le retour des emballages n'est possible que dans les points de vente - c'est-\u00e0-dire dans le commerce de d\u00e9tail pendant les heures d'ouverture habituelles. Car c'est aussi le seul endroit o\u00f9 la consigne pourrait \u00eatre vers\u00e9e. Cela signifie que les points de collecte tr\u00e8s appr\u00e9ci\u00e9s dans les gares, aupr\u00e8s des communes, dans les bureaux, les \u00e9coles et les centres de loisirs dispara\u00eetraient. Le nombre de possibilit\u00e9s de restitution passerait de 100'000 aujourd'hui \u00e0 environ 7'000. Swiss Recycling a montr\u00e9 ce que cela signifierait concr\u00e8tement \u00e0 l'aide de cartes comparatives des r\u00e9gions de B\u00e2le, Gen\u00e8ve, Lugano, Saint-Gall et Zurich. La perte de points de collecte serait particuli\u00e8rement sensible dans la consommation itin\u00e9rante, les soirs et dans les r\u00e9gions rurales o\u00f9 les d\u00e9taillants sont peu nombreux. Pour les consommatrices et les consommateurs, le recyclage deviendrait nettement plus compliqu\u00e9. Swiss Recycling part donc du principe qu'il ne faut donc pas s'attendre \u00e0 une augmentation des quantit\u00e9s collect\u00e9es ni \u00e0 un recul sensible du littering.<br \/>\n<strong>\u00a0<\/strong><br \/>\n<strong>Conclusion : la consigne n'est pas une solution pour la Suisse<\/strong><br \/>\nSwiss Recycling conclut que l'argumentation des partisans de la consigne ne r\u00e9siste pas aux connaissances scientifiques actuelles. Pour les pays ne disposant pas de syst\u00e8mes de reprise fonctionnels, la consigne peut \u00eatre un instrument appropri\u00e9 pour encourager la collecte. En revanche, pour la Suisse, qui dispose de syst\u00e8mes de recyclage tr\u00e8s d\u00e9velopp\u00e9s, la consigne n'est pas un instrument appropri\u00e9 pour r\u00e9duire le littering ou la consommation de ressources. En raison des automates de consigne co\u00fbteux et n\u00e9cessitant un entretien intensif, les co\u00fbts de la reprise des emballages de boissons augmenteraient massivement. En contrepartie, le rapport co\u00fbts\/b\u00e9n\u00e9fices du recyclage des emballages de boissons diminuerait.
