Environ deux tiers de tous les d\u00e9chets du canton de Zurich sont collect\u00e9s s\u00e9par\u00e9ment et recycl\u00e9s. Et lors de la d\u00e9molition de maisons, environ 80 pour cent de la partie min\u00e9rale (b\u00e9ton, briques, etc.) restent dans le cycle des mat\u00e9riaux, selon le Conseil d'Etat. Malgr\u00e9 cela, pr\u00e8s d'un million de tonnes de mat\u00e9riaux sont encore mises en d\u00e9charge chaque ann\u00e9e, ce qui signifie que de pr\u00e9cieuses ressources sont perdues \u00e0 jamais.\u00a0<\/strong><\/p>\n

Fermer le cycle des mati\u00e8res de mani\u00e8re plus cons\u00e9quente<\/strong><\/p>\n

La soi-disant Initiative pour la circulation<\/a> a pour objectif de rendre la consommation plus respectueuse des ressources et de r\u00e9duire la production de d\u00e9chets, qui reste importante. Le canton et les communes doivent cr\u00e9er des conditions cadres favorables et des incitations \u00e0 cet effet. Ils doivent veiller \u00e0 ce que \"les cycles de mati\u00e8res soient davantage ferm\u00e9s et qu'il soit mis fin au gaspillage des ressources\".\u00a0<\/strong><\/p>\n

Initiative populaire trop restrictive<\/strong>\u00a0<\/strong><\/p>\n

Pour le Conseil d'Etat, l'orientation de l'initiative est en principe \u00e0 saluer, mais le texte de l'initiative pr\u00e9sente des faiblesses et est trop restrictif. En effet, l'initiative se concentre sur la consommation et donc principalement sur la production de d\u00e9chets des consommateurs. Or, cela ne repr\u00e9sente qu'une petite partie de la production totale de d\u00e9chets. Une approche globale est n\u00e9cessaire pour pr\u00e9server efficacement les ressources naturelles. Il faut agir l\u00e0 o\u00f9 le rapport co\u00fbt-efficacit\u00e9 est le meilleur. C'est pourquoi le Conseil d'Etat propose au Grand Conseil de rejeter l'initiative populaire et d'adopter un projet de loi. Contre-proposition<\/a> de d\u00e9cider.<\/p>\n

Le contre-projet s'attaque \u00e0 tous les aspects du cycle de vie des mat\u00e9riaux\u00a0<\/strong><\/p>\n

Le contre-projet du Conseil d'Etat couvre l'ensemble de la cha\u00eene d'approvisionnement et de cr\u00e9ation de valeur, de la production aux d\u00e9chets en passant par la consommation. Selon lui, cela pr\u00e9sente l'avantage de pouvoir faire de grands pas vers la r\u00e9alisation des objectifs avec des mesures \u00e9conomiquement acceptables et socialement accept\u00e9es. En s'attaquant \u00e0 tous les domaines du cycle des mati\u00e8res, le contre-projet couvre \u00e9galement la production de biens et le secteur de la construction.<\/p>\n

Renforcer la r\u00e9silience de l'\u00e9conomie<\/strong><\/p>\n

Le contre-projet du Conseil d'Etat charge le canton et les communes de veiller davantage \u00e0 la fermeture des cycles de mati\u00e8res et \u00e0 une utilisation respectueuse des mati\u00e8res premi\u00e8res, des mat\u00e9riaux et des biens. Selon le Conseil d'Etat, cela permettra d'encourager les innovations et les initiatives priv\u00e9es, ce qui, selon lui, aura \u00e9galement des r\u00e9percussions positives sur la place \u00e9conomique du canton de Zurich. En effet, une \u00e9conomie nationale disposant d'une plus grande s\u00e9curit\u00e9 d'approvisionnement en mati\u00e8res premi\u00e8res est plus r\u00e9sistante aux fluctuations des prix des mati\u00e8res premi\u00e8res et aux crises internationales. Parall\u00e8lement, il en r\u00e9sulte une augmentation de l'emploi local et de la valeur ajout\u00e9e, par exemple en raison de l'augmentation des services de r\u00e9paration sur place. Les d\u00e9veloppements priv\u00e9s de technologies respectueuses de l'environnement avec une application possible dans le monde entier et les incitations \u00e9tatiques favorisant le recyclage peuvent en outre procurer des avantages internationaux aux entreprises locales, comme l'\u00e9crit \u00e9galement l'ex\u00e9cutif. Les entreprises zurichoises profiteraient \u00e9galement de processus efficaces en termes de mat\u00e9riaux, avec un meilleur rapport co\u00fbt\/b\u00e9n\u00e9fice, ce qui renforcerait globalement la comp\u00e9titivit\u00e9 de l'\u00e9conomie zurichoise.
