Une r\u00e9cente enqu\u00eate men\u00e9e aupr\u00e8s des entreprises membres de Swissmechanic a examin\u00e9 les effets du ch\u00f4mage partiel sur l'industrie suisse des machines, des \u00e9quipements \u00e9lectriques et des m\u00e9taux. Les r\u00e9sultats illustrent la diversit\u00e9 des exp\u00e9riences faites par les entreprises avec cette mesure et jettent un regard sur les perspectives d'avenir.<\/p>\r\n

Taille des entreprises et ch\u00f4mage partiel<\/strong><\/p>\r\n

La majorit\u00e9 des entreprises participantes n'a certes pas \u00e9t\u00e9 directement confront\u00e9e au ch\u00f4mage partiel. Au total, 70% des personnes interrog\u00e9es ont d\u00e9clar\u00e9 ne pas avoir introduit le ch\u00f4mage partiel. Cependant, parmi les entreprises qui doivent recourir \u00e0 cette mesure, les petites et moyennes entreprises sont touch\u00e9es de mani\u00e8re disproportionn\u00e9e : Environ 45% des entreprises de 10 \u00e0 49 employ\u00e9s et 29% des entreprises de 50 \u00e0 249 employ\u00e9s ont eu recours au ch\u00f4mage partiel.<\/p>\r\n

Dur\u00e9e variable<\/strong><\/p>\r\n

La dur\u00e9e du ch\u00f4mage partiel varie selon les entreprises. Environ 36% des entreprises qui ont mis en place le ch\u00f4mage partiel le font depuis plus de six mois. 261 autresTP3T sont concern\u00e9es depuis trois \u00e0 six mois, tandis que 30% ont mis en \u0153uvre un ch\u00f4mage partiel d'un \u00e0 trois mois. Seules 6% ont appliqu\u00e9 la mesure pour une dur\u00e9e inf\u00e9rieure \u00e0 un mois.<\/p>\r\n

Influence plus ou moins marqu\u00e9e<\/strong><\/p>\r\n

L'impact du ch\u00f4mage partiel sur le personnel varie \u00e9galement : dans 41% des entreprises concern\u00e9es, 26 \u00e0 50% des collaborateurs sont touch\u00e9s par le ch\u00f4mage partiel, tandis que 28% des entreprises ont d\u00e9clar\u00e9 que 76 \u00e0 100% de leur personnel \u00e9taient concern\u00e9s. Le ch\u00f4mage partiel affecte la production et les services des entreprises \u00e0 des degr\u00e9s divers. Dans 45% des entreprises, l'impact est d\u00e9crit comme mod\u00e9r\u00e9, tandis que 17% des entreprises ont fait \u00e9tat d'un impact important.<\/p>\r\n

Indemnit\u00e9s demand\u00e9es<\/strong><\/p>\r\n

47% des entreprises ont d\u00e9clar\u00e9 avoir re\u00e7u une aide publique, telle que des indemnit\u00e9s de ch\u00f4mage partiel. 39% n'ont pas encore eu recours \u00e0 cette aide, tandis que 13% ont d\u00e9j\u00e0 fait une demande.<\/p>\r\n

Bureaucratie et autorisation<\/strong><\/p>\r\n

La majorit\u00e9 des entreprises (45%) ont signal\u00e9 que l'autorisation de ch\u00f4mage partiel a \u00e9t\u00e9 accord\u00e9e relativement rapidement, mais que les obstacles bureaucratiques n'ont pas \u00e9t\u00e9 totalement absents. 21% des entreprises ont connu une autorisation tr\u00e8s rapide et non bureaucratique, tandis que 17% ont indiqu\u00e9 que le processus \u00e9tait long et bureaucratique.<\/p>\r\n

(Trop) de d\u00e9penses<\/strong><\/p>\r\n

Certaines entreprises ont m\u00eame d\u00e9crit le traitement des d\u00e9comptes de ch\u00f4mage partiel comme \u00e9tant extr\u00eamement compliqu\u00e9 et laborieux. Les instructions pour remplir les formulaires sont insuffisantes et il faut attendre plusieurs mois avant que le premier argent ne soit vers\u00e9. Lorsque la part de ch\u00f4mage partiel est faible, les d\u00e9penses d\u00e9passent souvent les b\u00e9n\u00e9fices r\u00e9els. Il est urgent d'agir dans ce domaine. L'\u00e9crasante majorit\u00e9 des entreprises (75%) s'attend en effet \u00e0 ce que le ch\u00f4mage partiel dure encore longtemps. Seules 24% des entreprises s'attendent \u00e0 une fin prochaine de la mesure.<\/p>\r\n

Peu d'espoir pour l'avenir<\/strong><\/p>\r\n

L'enqu\u00eate montre que le ch\u00f4mage partiel continue de repr\u00e9senter un soutien important pour de nombreuses entreprises en Suisse afin d'att\u00e9nuer les effets des incertitudes \u00e9conomiques. Les entreprises concern\u00e9es sont repr\u00e9sent\u00e9es dans diff\u00e9rents secteurs et tailles d'entreprises, les petites et moyennes entreprises \u00e9tant particuli\u00e8rement b\u00e9n\u00e9ficiaires de cette solution. L'avenir reste toutefois marqu\u00e9 par l'incertitude et de nombreuses entreprises doivent s'attendre \u00e0 ce que le ch\u00f4mage partiel dure plus longtemps.<\/p>\r\n
