La Swiss Blockchain Federation, la Crypto Valley Association et la Bitcoin Association Switzerland ont publi\u00e9 ensemble un manifeste contenant un programme complet en 12 points visant \u00e0 renforcer la place de la blockchain en Suisse. Le document analyse la situation actuelle ainsi que les forces et les faiblesses de la place financi\u00e8re suisse et en d\u00e9duit des points d'action et des recommandations pour la politique, l'administration et l'industrie. L'objectif est de garantir et de d\u00e9velopper durablement la comp\u00e9titivit\u00e9 et la capacit\u00e9 d'innovation de la Suisse dans le domaine de la blockchain et des fintech.<\/p>\r\n

Strat\u00e9gie orient\u00e9e vers l'avenir<\/strong><\/h3>\r\n

Ces derni\u00e8res ann\u00e9es, la Suisse s'est impos\u00e9e comme un site leader dans le domaine de la technologie blockchain - gr\u00e2ce \u00e0 un cadre r\u00e9glementaire avanc\u00e9, \u00e0 une attitude des autorit\u00e9s favorable \u00e0 l'innovation et \u00e0 une \u00e9troite collaboration entre le monde politique et l'industrie. Mais cette avance est menac\u00e9e : Les pays d'Asie et du Moyen-Orient rattrapent rapidement leur retard et offrent des conditions de plus en plus attrayantes pour les entreprises de la blockchain ; le changement politique brutal de l'administration Trump agit comme un fanal. Parall\u00e8lement, en Suisse, la lenteur des processus, les incertitudes r\u00e9glementaires et les nouvelles exigences internationales sont per\u00e7ues comme des obstacles.<\/p>\r\n

Selon les acteurs mentionn\u00e9s au d\u00e9but, une d\u00e9marche commune et coordonn\u00e9e est n\u00e9cessaire pour contrer cette tendance et assurer la p\u00e9rennit\u00e9 de la place \u00e9conomique suisse. Le programme en 12 points du manifeste s'attaque pr\u00e9cis\u00e9ment \u00e0 ce probl\u00e8me et propose des mesures concr\u00e8tes pour promouvoir l'innovation et la comp\u00e9titivit\u00e9 et pour supprimer les obstacles r\u00e9glementaires.<\/p>\r\n

12 Recommandations et demandes aux politiques, \u00e0 l'administration et \u00e0 l'industrie<\/strong><\/h3>\r\n

Le manifeste formule douze champs d'action concrets qui servent de base \u00e0 une industrie de la blockchain forte et orient\u00e9e vers l'avenir en Suisse :<\/p>\r\n

    \r\n\t
  1. Renforcer les conditions cadres favorables \u00e0 l'innovation<\/strong>La FINMA doit r\u00e9int\u00e9grer la promotion de l'innovation en tant qu'objectif strat\u00e9gique et rendre compte des progr\u00e8s r\u00e9alis\u00e9s.<\/li>\r\n\t
  2. Une r\u00e9glementation technologiquement neutre et proportionn\u00e9e<\/strong>: Les exigences pour les fournisseurs de services cryptographiques et les stablecoins doivent \u00eatre diff\u00e9renci\u00e9es et rendues comp\u00e9titives.<\/li>\r\n\t
  3. D\u00e9lais contraignants pour les proc\u00e9dures d'autorisation de la FINMA<\/strong>Les proc\u00e9dures doivent \u00eatre clairement structur\u00e9es et se terminer dans les six mois.<\/li>\r\n\t
  4. Promouvoir l'argent num\u00e9rique<\/strong>Les stablecoins et les monnaies num\u00e9riques de banque centrale (CBDC) doivent jeter les bases d'une \u00e9conomie num\u00e9rique.<\/li>\r\n\t
  5. Utilisation de la technologie pour la conformit\u00e9<\/strong>Les technologies innovantes doivent rendre les processus de conformit\u00e9 plus efficaces et moins co\u00fbteux.<\/li>\r\n\t
  6. Renforcer l'autor\u00e9gulation<\/strong>: les organismes d'autor\u00e9gulation (OAR) doivent b\u00e9n\u00e9ficier d'une plus grande marge de man\u0153uvre.<\/li>\r\n\t
  7. Une pratique de surveillance transparente<\/strong>La FINMA doit rendre sa pratique de surveillance plus ouverte et renforcer le dialogue avec la branche.<\/li>\r\n\t
  8. Supprimer les obstacles techniques \u00e0 l'investissement<\/strong>: Les obstacles aux investissements \u00e9trangers doivent \u00eatre identifi\u00e9s et r\u00e9duits.<\/li>\r\n\t
  9. Une r\u00e9glementation plus pr\u00e9cise<\/strong>Les normes vagues doivent \u00eatre concr\u00e9tis\u00e9es par un dialogue entre les autorit\u00e9s et l'industrie.<\/li>\r\n\t
  10. Examiner les normes internationales d'un \u0153il critique<\/strong>La reprise des normes internationales dans le droit suisse doit servir les int\u00e9r\u00eats de la place \u00e9conomique.<\/li>\r\n\t
  11. Encourager l'industrie \u00e0 prendre des initiatives<\/strong>Le secteur doit d\u00e9velopper des normes et aborder les faiblesses de mani\u00e8re proactive.<\/li>\r\n\t
  12. Renforcer le financement des start-ups et des PME<\/strong>Les programmes de soutien publics et les incitations fiscales doivent \u00eatre d\u00e9velopp\u00e9s.<\/li>\r\n<\/ol>\r\n

    La Swiss Blockchain Federation, la Crypto Valley Association et la Bitcoin Association Switzerland ont initi\u00e9 ce manifeste afin de positionner la Suisse \u00e0 long terme en tant que leader dans le domaine de la blockchain. La mise en \u0153uvre des objectifs sera r\u00e9guli\u00e8rement contr\u00f4l\u00e9e et adapt\u00e9e si n\u00e9cessaire, dans le but de mettre en place des mesures concr\u00e8tes.
