L'efficacit\u00e9 et l'orientation vers le service, mais aussi la souverainet\u00e9 num\u00e9rique et l'intelligence artificielle sont des th\u00e8mes auxquels le secteur public s'int\u00e9resse aujourd'hui de pr\u00e8s. Dans ce contexte, les aspects de la soci\u00e9t\u00e9 num\u00e9rique, la transformation organisationnelle et \u00e9galement les aspects juridiques doivent toujours \u00eatre pris en compte. Ce n'est pas une t\u00e2che facile. C'est pourquoi le d\u00e9partement d'\u00e9conomie de la Haute \u00e9cole sp\u00e9cialis\u00e9e bernoise (HESB) proposera \u00e0 partir de l'automne 2026 le nouveau master \"Digital Government\", d'une dur\u00e9e de deux ans et \u00e0 temps partiel (voir guide des \u00e9tudes en annexe). Les \u00e9tudiants y acqui\u00e8rent toutes les comp\u00e9tences n\u00e9cessaires pour participer activement \u00e0 la transformation num\u00e9rique dans le secteur public et la soci\u00e9t\u00e9 num\u00e9rique. Le cursus combine un apprentissage pratique avec des phases en ligne flexibles et offre une formation interdisciplinaire en \u00e9conomie, technologie et droit.<\/p>\r\n

Aper\u00e7u du programme d'\u00e9tudes<\/h3>\r\n

Le programme du \"Master of Science in Digital Government\" mise sur une formation proche de la pratique et propose trois sp\u00e9cialisations :<\/p>\r\n

  1. Organisation, transformation et approvisionnement :<\/strong> Leadership et motivation du service public, agilit\u00e9 et r\u00e9silience dans le secteur public, comp\u00e9tences num\u00e9riques et pens\u00e9e num\u00e9rique, innovation (de processus) et collaboration inter-autorit\u00e9s, ing\u00e9nierie des exigences, centrage sur le client et exp\u00e9rience utilisateur (UX), bases des march\u00e9s publics, protection des donn\u00e9es, informatique juridique<\/li>\r\n\t
  2. Politique, d\u00e9mocratie et durabilit\u00e9 : <\/strong>Politique num\u00e9rique en Suisse, service public du futur, \u00e9thique num\u00e9rique et inclusion num\u00e9rique, bases de l'\u00e9valuation des choix technologiques, d\u00e9mocratie num\u00e9rique et comp\u00e9tences num\u00e9riques, participation, coproduction et collaboration, souverainet\u00e9 num\u00e9rique et open source<\/li>\r\n\t
  3. la technologie : <\/strong>Gestion publique centr\u00e9e sur les donn\u00e9es, \u00e9cosyst\u00e8mes de donn\u00e9es, espaces de donn\u00e9es, partage de donn\u00e9es et gouvernement ouvert, gouvernance des donn\u00e9es, r\u00e9seaux, infrastructures et capteurs, protection des donn\u00e9es et s\u00e9curit\u00e9 de l'information, bases de la technologie (mod\u00e8les et algorithmes d'IA, cas d'utilisation de l'IA et meilleures pratiques)<\/li>\r\n<\/ol>\r\n

    \u00c9tudes flexibles pour les personnes actives<\/h3>\r\n

    Les \u00e9tudes combinent des phases de pr\u00e9sence \u00e0 Berne (quatre fois par semestre) avec des cycles d'apprentissage en ligne flexibles. Cette structure hybride permet une bonne compatibilit\u00e9 avec l'activit\u00e9 professionnelle. Les \u00e9tudiants peuvent int\u00e9grer des projets proches de la pratique et profiter d'un Study Trip international.<\/p>\r\n

    La fili\u00e8re s'adresse aux sp\u00e9cialistes et aux cadres du secteur public ainsi qu'aux personnes qui changent de voie. L'admission est ouverte aux titulaires d'un bachelor en gestion, en sciences politiques, en informatique, en droit ou dans des fili\u00e8res apparent\u00e9es, qui souhaitent organiser le secteur public de mani\u00e8re r\u00e9siliente, durable et efficace.<\/p>\r\n
