L'intelligence artificielle, la blockchain et l'informatique quantique prennent de plus en plus d'importance en Suisse pour l'\u00e9conomie, la soci\u00e9t\u00e9 et la politique. Mais le d\u00e9bat public sur ces technologies est souvent marqu\u00e9 par des positions extr\u00eames. \u00abDans leurs best-sellers, les futuristes d\u00e9crivent par exemple l'IA soit comme un garant de la prosp\u00e9rit\u00e9 future, soit comme un risque existentiel pour l'humanit\u00e9\u00bb, explique l'auteur de l'\u00e9tude Philipp Bachmann de la Haute \u00e9cole de Lucerne.<\/p>\n

Une \u00e9tude de la Haute \u00e9cole de Lucerne a examin\u00e9 pour la premi\u00e8re fois la notori\u00e9t\u00e9, la compr\u00e9hension, les attitudes ainsi que les attentes politiques compar\u00e9es de ces trois technologies fondamentales. \u00abLa politique suisse mise sur la promotion de l'IA, de la blockchain et de l'informatique quantique. Dans ce contexte, il est essentiel de savoir dans quelle mesure la population conna\u00eet ces technologies fondamentales et quelles sont ses attentes vis-\u00e0-vis de la politique\u00bb, explique Bachmann.<\/p>\n

L'IA la plus connue, l'informatique quantique la moins r\u00e9pandue<\/h3>\n

L'\u00e9tude se base sur un sondage repr\u00e9sentatif r\u00e9alis\u00e9 aupr\u00e8s de 1\u2019244 personnes de Suisse al\u00e9manique et romande. En compl\u00e9ment des trois technologies, les attitudes envers le bitcoin en tant qu'application concr\u00e8te de la technologie blockchain ont \u00e9galement \u00e9t\u00e9 relev\u00e9es. Il en ressort de nettes diff\u00e9rences dans la notori\u00e9t\u00e9 des technologies \u00e9tudi\u00e9es. L'intelligence artificielle est la plus connue : 93% des personnes interrog\u00e9es en ont d\u00e9j\u00e0 entendu parler. Un chiffre tout aussi \u00e9lev\u00e9 est enregistr\u00e9 pour le bitcoin, avec 91 pour cent.<\/p>\n

La blockchain, la technologie de base derri\u00e8re la crypto-monnaie la plus puissante au monde, est en revanche moins connue : Seuls 60 % des personnes interrog\u00e9es connaissent ce terme. L'informatique quantique est encore moins connue : seule la moiti\u00e9 des participants (47%) connaissent ce terme.<\/p>\n

Le niveau de connaissances d\u00e9termine en grande partie l'attitude<\/h3>\n

Il existe de grandes diff\u00e9rences non seulement au niveau de la connaissance, mais aussi de la compr\u00e9hension : c'est \u00e9galement l'IA que les personnes interrog\u00e9es connaissent le mieux : plus de la moiti\u00e9 d'entre elles d\u00e9clarent bien ou tr\u00e8s bien comprendre cette technologie (57%) ; seuls 11% connaissent \u00e0 peine ou pas du tout ce terme. La connaissance de la blockchain et de l'informatique quantique est nettement plus faible : seules 16 % des personnes interrog\u00e9es estiment avoir une bonne ou tr\u00e8s bonne connaissance de la blockchain ; pour l'informatique quantique, elles ne sont que 9 %.<\/p>\n

En plus de la connaissance et de la compr\u00e9hension, l'\u00e9quipe de recherche a \u00e9galement examin\u00e9 l'enthousiasme pour les diff\u00e9rentes technologies et la perception de la menace qu'elles repr\u00e9sentent. L'informatique quantique associe un fort enthousiasme \u00e0 une faible perception de la menace, tandis que le bitcoin suscite un faible enthousiasme et un scepticisme prononc\u00e9. \u00abBitcoin fait r\u00e9guli\u00e8rement la une des journaux en rapport avec la criminalit\u00e9 internationale et le blanchiment d'argent, comme le montrent \u00e9galement les r\u00e9ponses ouvertes de l'\u00e9tude. En cons\u00e9quence, l'\u00e9valuation du bitcoin par les personnes interrog\u00e9es est n\u00e9gative\u00bb, explique Philipp Bachmann.<\/p>\n

L'intelligence artificielle et la blockchain se situent entre les deux : elles suscitent de l'int\u00e9r\u00eat, mais aussi de l'inqui\u00e9tude, notamment chez les personnes ayant peu de connaissances sur le sujet. \u00abLe niveau de connaissances marque clairement cette image : une meilleure connaissance des technologies en question va de pair avec une plus grande approbation et une moindre perception des menaces, sans pour autant les faire dispara\u00eetre compl\u00e8tement\u00bb, explique Bachmann. C'est pourquoi il est d\u00e9cisif, selon lui, que les institutions de formation en particulier montrent comment fonctionne par exemple la blockchain, o\u00f9 cette technologie est d\u00e9j\u00e0 utilis\u00e9e aujourd'hui et quelle influence elle peut avoir sur la soci\u00e9t\u00e9.<\/p>\n

Des attentes claires envers la politique<\/h3>\n

Les r\u00e9sultats de l'\u00e9tude r\u00e9v\u00e8lent \u00e9galement des attentes claires \u00e0 l'\u00e9gard de la politique suisse, toutes technologies confondues et au-del\u00e0 des limites d'\u00e2ge, de formation et de sexe. \u00abLa population souhaite que l'\u00c9tat joue un r\u00f4le actif : celui-ci doit encourager les innovations, limiter les risques et prot\u00e9ger la population\u00bb, explique Philipp Bachmann. Dans le cas de l'intelligence artificielle et de la blockchain, les mesures de protection et de pr\u00e9caution sont particuli\u00e8rement n\u00e9cessaires. Dans le cas de l'informatique quantique, la promotion de l'innovation et de la comp\u00e9titivit\u00e9 est plus importante. En revanche, le fait de limiter autant que possible la r\u00e9glementation politique des technologies d'avenir ne recueille en principe que peu d'approbation.<\/p>\n

L'Institut de communication et de marketing (IKM) de la Haute \u00e9cole de Lucerne a d\u00e9velopp\u00e9 le questionnaire pour l'enqu\u00eate repr\u00e9sentative aupr\u00e8s de la population. DemoSCOPE, l'une des principales entreprises suisses d'\u00e9tudes sociales et de march\u00e9, a r\u00e9alis\u00e9 la collecte des donn\u00e9es en juin et juillet 2025. La Haute \u00e9cole de Lucerne enseigne et fait de la recherche sur les technologies d'avenir et traduit des recherches complexes en solutions applicables. Des centres de comp\u00e9tences sp\u00e9cialis\u00e9s comme l'Applied AI Center et le Quantumlab d\u00e9veloppent des applications concr\u00e8tes. En outre, la Haute \u00e9cole de Lucerne fait partie, avec l'Universit\u00e9 de Lucerne, de la Blockchain Joint Research Initiative depuis 2024. Le canton de Zoug participe pendant cinq ans aux co\u00fbts de mise en place de ce projet commun \u00e0 hauteur de 39,35 millions de francs au total.
