En Suisse, pr\u00e8s de 500\u2019000 personnes \u00e2g\u00e9es sont prises en charge \u00e0 domicile par des proches. Cet engagement est important pour le syst\u00e8me, mais il reste souvent invisible, insuffisamment soutenu et lourd de cons\u00e9quences pour la sant\u00e9. Le colloque \u00abLes proches soignants et aidants au c\u0153ur d'une soci\u00e9t\u00e9 vieillissante\u00bb, qui s'est tenu le 24 mars 2026 \u00e0 Berne, a montr\u00e9 qu'il est n\u00e9cessaire d'agir concr\u00e8tement au niveau des conditions-cadres, du financement et des offres de r\u00e9pit.<\/p>\n

\u00abLes proches aidants ne sont pas un tampon. Pas un facteur de co\u00fbt. Et certainement pas un sujet marginal. Ils sont un pilier de notre syst\u00e8me. Ce qui suit est l'\u00e9tape d\u00e9cisive : \u00e9tablir des priorit\u00e9s. Prendre des d\u00e9cisions. Et surtout : mettre en \u0153uvre\u00bb, souligne Eva-Maria Kaufmann Rochereau, directrice de Pro Familia Suisse.<\/p>\n

Assurer la qualit\u00e9, clarifier les responsabilit\u00e9s<\/h3>\n

Un levier central r\u00e9side dans des normes claires. Le congr\u00e8s le montre : Les soins aux proches peuvent \u00eatre une composante solide des soins - s'ils sont int\u00e9gr\u00e9s de mani\u00e8re professionnelle. Pour cela, il faut des normes minimales obligatoires pour la formation et l'accompagnement, des r\u00f4les clairs entre les professionnels et les proches, des bases de donn\u00e9es syst\u00e9matiques et une comparabilit\u00e9 ainsi qu'un pilotage coordonn\u00e9 entre les cantons. La question centrale n'est pas de savoir si les proches soignent, mais comment la qualit\u00e9, la s\u00e9curit\u00e9 et l'\u00e9quit\u00e9 peuvent \u00eatre garanties.<\/p>\n

Repenser le financement<\/h3>\n

Une autre cl\u00e9 est un financement transparent et \u00e9quilibr\u00e9. L'effet des structures tarifaires actuelles a notamment \u00e9t\u00e9 discut\u00e9. Une chose est claire : les co\u00fbts doivent \u00eatre compr\u00e9hensibles, les prix doivent \u00eatre con\u00e7us de mani\u00e8re \u00e0 \u00e9viter les mauvaises incitations et l'utilit\u00e9 \u00e9conomique doit \u00eatre davantage prise en compte. Seules des r\u00e8gles claires permettront d'\u00e9viter que les int\u00e9r\u00eats \u00e9conomiques ne marquent l'approvisionnement.<\/p>\n

Renforcer syst\u00e9matiquement l'encadrement et la d\u00e9charge<\/h3>\n

Outre les soins, la prise en charge reste un d\u00e9fi central. Elle repr\u00e9sente une grande partie du travail de care, mais elle est souvent insuffisamment r\u00e9glement\u00e9e et financ\u00e9e. Le colloque propose des solutions concr\u00e8tes : Extension et meilleure accessibilit\u00e9 des offres de d\u00e9charge, implication plus forte des communes et des r\u00e9seaux r\u00e9gionaux, promotion de ce que l'on appelle les \"caring communities\" ainsi qu'une meilleure conciliation du travail professionnel et de la prise en charge des proches.<\/p>\n

La sant\u00e9 commence avant les soins<\/h3>\n

A long terme, il faut mettre davantage l'accent sur la pr\u00e9vention. La formation tout au long de la vie renforce les comp\u00e9tences en mati\u00e8re de sant\u00e9 et peut r\u00e9duire les besoins en soins. Cela montre clairement que les soins aux proches ne sont pas seulement une question d'organisation, mais aussi d'investissement de la soci\u00e9t\u00e9 dans la sant\u00e9.<\/p>\n

Agir maintenant<\/h3>\n

Les principaux d\u00e9fis sont connus - il s'agit maintenant de les mettre en \u0153uvre. Il faut des lignes directrices politiques claires qui garantissent la qualit\u00e9, soulagent les proches et stabilisent le syst\u00e8me dans son ensemble. Les proches aidants ne sont pas un sujet marginal, mais important pour le syst\u00e8me. Ils doivent donc \u00eatre trait\u00e9s en cons\u00e9quence.<\/p>\n

La conseill\u00e8re nationale Val\u00e9rie Piller Carrard (pr\u00e9sidente de Pro Familia Suisse), le professeur \u00e9m\u00e9rite Pasqualina Perrig-Chiello (Universit\u00e9 de Berne), le Dr Andreas Hellmann (Pflegewegweiser GmbH), Tobias Holzgang (Caritas Suisse), Val\u00e9rie Borioli Sandoz (IGAB Interessensgemeinschaft Angeh\u00f6rigenbetreuung) ainsi que la conseill\u00e8re nationale Ursula Zybach ont notamment pris la parole lors du congr\u00e8s.<\/p>\n
