(Image : Pixabay.com)<\/figcaption><\/figure>\n<p>En raison de la pand\u00e9mie de Corona, le secteur principal de la construction a d\u00e9j\u00e0 perdu 1,2 milliard de francs de chiffre d'affaires depuis le d\u00e9but de l'ann\u00e9e. A cela s'ajoutent les co\u00fbts li\u00e9s aux mesures de s\u00e9curit\u00e9 et une baisse de la productivit\u00e9. C'est ce que montre la derni\u00e8re enqu\u00eate trimestrielle de la Soci\u00e9t\u00e9 Suisse des Entrepreneurs (SSE). Apr\u00e8s les mesures d'assouplissement de l'\u00e9t\u00e9, il y a tout de m\u00eame les premiers signes d'une certaine stabilisation sur le march\u00e9, poursuit l'organisation. Le plan en cinq points aurait permis de motiver les ma\u00eetres d'ouvrage publics \u00e0 acc\u00e9l\u00e9rer les travaux de planification, les proc\u00e9dures d'autorisation et les adjudications. Mais certains ma\u00eetres d'ouvrage publics h\u00e9sitent encore \u00e0 soutenir la conjoncture en passant des commandes, regrette l'association sectorielle du secteur principal de la construction. En se basant sur l'indice commun de la construction avec le Credit Suisse, on s'attend cette ann\u00e9e \u00e0 un chiffre d'affaires annuel total d'un peu plus de 19 milliards de francs, soit environ 7% de moins qu'en 2019, ce qui serait le niveau le plus bas depuis 2015.<\/p>\n<h2>Le chiffre d'affaires de la construction r\u00e9sidentielle et commerciale continue de baisser<\/h2>\n<p>Le chiffre d'affaires total du secteur principal de la construction a baiss\u00e9 de -11% au 3e trimestre 2020 par rapport \u00e0 la m\u00eame p\u00e9riode de l'ann\u00e9e pr\u00e9c\u00e9dente. Le secteur de la construction de logements avait subi une forte correction au 2e trimestre, son chiffre d'affaires ayant chut\u00e9 de mani\u00e8re spectaculaire de -27% \u00e0 1,3 milliard de francs. Entre-temps, son chiffre d'affaires a l\u00e9g\u00e8rement augment\u00e9 au cours du trimestre actuel pour atteindre 1,4 milliard de francs, ce qui repr\u00e9sente tout de m\u00eame -18% par rapport au 3e trimestre 2019.<\/p>\n<h2>Des signaux de reprise sur le march\u00e9<\/h2>\n<p>N\u00e9anmoins, de premiers signaux timides de reprise sont perceptibles sur le march\u00e9. Les ma\u00eetres d'ouvrage commerciaux se sont \u00e9galement montr\u00e9s plus confiants de juillet \u00e0 septembre, c'est-\u00e0-dire avant la deuxi\u00e8me vague Corona. Ils ont \u00e0 nouveau pass\u00e9 davantage de commandes de construction (+11%) et ont remis en route des projets de construction temporairement arr\u00eat\u00e9s, de sorte que le secteur de la construction commerciale a pu quelque peu stabiliser son chiffre d'affaires au 3e trimestre \u00e0 -3% apr\u00e8s la nette chute du chiffre d'affaires de -17% au 2e trimestre (par rapport \u00e0 la m\u00eame p\u00e9riode de l'ann\u00e9e pr\u00e9c\u00e9dente).<\/p>\n<h2>Pr\u00e8s de six pour cent de mandats en moins pour le secteur principal de la construction dans le g\u00e9nie civil public<\/h2>\n<p>Il est \u00e9galement r\u00e9jouissant de constater que les appels du plan en cinq points ont un certain impact. Le plan appelle les ma\u00eetres d'ouvrage publics \u00e0 ouvrir la voie \u00e0 des projets de construction sans qu'il soit n\u00e9cessaire de d\u00e9bloquer de nouveaux fonds. Or, trop de ma\u00eetres d'ouvrage publics h\u00e9sitent encore \u00e0 passer des commandes. Depuis le d\u00e9but de l'ann\u00e9e, les entr\u00e9es de commandes sont toujours inf\u00e9rieures de -3,5% au niveau de l'ann\u00e9e pr\u00e9c\u00e9dente. C'est surtout dans le secteur important du g\u00e9nie civil public que le recul est encore important, avec -5,5%. En acc\u00e9l\u00e9rant les travaux de planification, les proc\u00e9dures d'autorisation et l'attribution des mandats, les autorit\u00e9s cantonales d'adjudication peuvent justement elles aussi att\u00e9nuer la r\u00e9cession et pr\u00e9server les emplois. Cela signifie que les ma\u00eetres d'ouvrage publics devraient traiter les commandes d\u00e9j\u00e0 planifi\u00e9es et les avancer au lieu de les freiner.
