A tal fine, la produzione interna di elettricit\u00e0 a partire da energie rinnovabili deve essere ampliata in modo rapido e coerente. Anche la sicurezza della rete e dell'approvvigionamento elettrico deve essere rafforzata con ulteriori misure specifiche. I valori obiettivo definiscono l'espansione mirata dell'energia idroelettrica e di altre energie rinnovabili, nonch\u00e9 la riduzione del consumo di energia e di elettricit\u00e0 pro capite. Questo rende la legge pi\u00f9 vincolante per gli obiettivi della sicurezza dell'approvvigionamento e della politica climatica e crea cos\u00ec una sicurezza di pianificazione per gli investimenti.<\/span><\/p>\n<p style=\"background: white; box-sizing: border-box; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: start; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px; margin: 0cm 0cm 16.3pt 0cm;\"><b style=\"box-sizing: border-box;\"><span style=\"font-size: 13.0pt; font-family: 'Helvetica','sans-serif'; color: #454545;\">Strumenti di finanziamento<\/span><\/b><span style=\"font-size: 13.0pt; font-family: 'Helvetica','sans-serif'; color: #454545;\">Gli strumenti di sostegno esistenti per la produzione di elettricit\u00e0 rinnovabile sono limitati fino alla fine del 2022 e del 2030. Ora saranno estesi fino al 2035 - allineati con il valore obiettivo legale del 2035 - e progettati per essere pi\u00f9 orientati al mercato. Per esempio, i grandi impianti fotovoltaici devono essere promossi tramite gare d'appalto. Il sistema di tariffe di alimentazione scadr\u00e0 come previsto e sar\u00e0 sostituito da contributi agli investimenti. Questo alleggerir\u00e0 l'onere amministrativo e permetter\u00e0 di costruire pi\u00f9 capacit\u00e0 nuove per ogni franco di sovvenzione. Sono disponibili pi\u00f9 risorse finanziarie per le grandi centrali idroelettriche. Gli strumenti di sostegno continueranno ad essere finanziati attraverso la sovrattassa di rete di 2,3 centesimi per chilowattora. La sovrattassa di rete non sar\u00e0 aumentata, ma sar\u00e0 riscossa per un periodo corrispondentemente pi\u00f9 lungo.<\/span><\/p>\n<p style=\"background: white; box-sizing: border-box; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: start; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px; margin: 0cm 0cm 16.3pt 0cm;\"><b style=\"box-sizing: border-box;\"><span style=\"font-size: 13.0pt; font-family: 'Helvetica','sans-serif'; color: #454545;\">Sicurezza a lungo termine dell'approvvigionamento elettrico in inverno<\/span><\/b><span style=\"font-size: 13.0pt; font-family: 'Helvetica','sans-serif'; color: #454545;\">Anche dopo l'abbandono dell'energia nucleare, l'attuale autosufficienza della Svizzera dovrebbe essere mantenuta. Oltre all'aumento mirato della produzione di elettricit\u00e0 rinnovabile (valore obiettivo entro il 2050: 39 TWh), ci\u00f2 richiede anche l'aggiunta di 2 TWh di produzione di elettricit\u00e0 neutra per il clima entro il 2040, che pu\u00f2 essere richiamata in modo affidabile in inverno. Il Consiglio federale vuole finanziare tali impianti, soprattutto le grandi centrali ad accumulazione, con un \"supplemento invernale\". Questo \u00e8 gi\u00e0 incluso nella legge sull'approvvigionamento elettrico come precauzione contro possibili deficit di sicurezza dell'approvvigionamento. Ai consumatori di elettricit\u00e0 sar\u00e0 addebitato un massimo di 0,2 centesimi per chilowattora. Inoltre, sar\u00e0 creata una riserva strategica di energia. Oltre ai meccanismi del mercato dell'elettricit\u00e0, assicurer\u00e0 la disponibilit\u00e0 di energia sufficiente anche verso la fine dell'inverno. Inoltre, la rapida espansione delle energie rinnovabili d\u00e0 un contributo sempre pi\u00f9 importante alla sicurezza dell'approvvigionamento a lungo termine in inverno.<\/span><\/p>\n<p style=\"background: white; box-sizing: border-box; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: start; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px; margin: 0cm 0cm 16.3pt 0cm;\"><b style=\"box-sizing: border-box;\"><span style=\"font-size: 13.0pt; font-family: 'Helvetica','sans-serif'; color: #454545;\">Deregolamentazione del mercato elettrico<\/span><\/b><span style=\"font-size: 13.0pt; font-family: 'Helvetica','sans-serif'; color: #454545;\">La completa apertura del mercato dell'elettricit\u00e0 rafforza la produzione decentralizzata di elettricit\u00e0 rinnovabile. Permette modelli di business innovativi (per esempio le comunit\u00e0 energetiche), che oggi non sono ammessi nel monopolio, e quindi integra meglio l'elettricit\u00e0 rinnovabile nel mercato. I consumatori finali e i consumatori che producono essi stessi l'elettricit\u00e0 (prosumer), i produttori e i fornitori di elettricit\u00e0 hanno cos\u00ec delle libert\u00e0 economicamente importanti. Per proteggere i piccoli consumatori finali, come le famiglie, dagli abusi sui prezzi, continuer\u00e0 ad esserci un'offerta di base. A tal fine, il Consiglio federale sta creando le basi legali affinch\u00e9 i consumatori finali e gli operatori di stoccaggio possano usare la loro flessibilit\u00e0 in modo da servire il sistema, e sta assicurando un sistema tariffario pi\u00f9 facile da usare. Creer\u00e0 anche un quadro normativo per lo scambio e la protezione dei dati e la creazione di un'infrastruttura nazionale di dati energetici con un hub di dati. Il Consiglio federale ha incaricato il DATEC, in collaborazione con la ElCom e con il coinvolgimento di Swissgrid, di analizzare gli effetti a breve e medio termine sulla sicurezza della rete e dell'approvvigionamento. Inoltre, il DATEC e la ElCom stanno gi\u00e0 esaminando possibili misure supplementari per garantire la sicurezza dell'approvvigionamento a breve termine.
