Il governo cantonale propone un aumento della tassa di soggiorno da 50 centesimi per pernottamento a 1,10 franchi. In questo modo, invece di 1,2 milioni di franchi, sarebbero disponibili 2,5 milioni di franchi all'anno per le misure di promozione.<\/p>\r\n<p>Questi e altri emendamenti alla legge sul turismo sono stati messi in consultazione dal governo cantonale venerd\u00ec scorso. Il nuovo modello turistico cantonale e le richieste del Consiglio cantonale sono stati i fattori scatenanti.<\/p>\r\n<p>Oggi la tassa di soggiorno viene utilizzata per finanziare il marketing turistico. Secondo il rapporto di consultazione del consiglio governativo, lo sviluppo del nuovo modello turistico ha dimostrato che \u00e8 auspicabile una promozione pi\u00f9 ampia del turismo.<\/p>\r\n<p>Il marketing tradizionale, che si rivolge direttamente agli ospiti, deve essere sostituito da una promozione olistica. Tra gli esempi citati, lo sviluppo di un'offerta rispettosa del clima o che tenga conto delle esigenze degli abitanti del luogo, cos\u00ec come il networking e la trasformazione digitale.<\/p>\r\n<h3><strong>Digitalizzazione costosa<\/strong><\/h3>\r\n<p>Si sottolinea che la digitalizzazione, ad esempio, \u00e8 costosa e richiede tempo. Allo stesso tempo, l'industria del turismo \u00e8 composta da molte piccole imprese. Tuttavia, \u00e8 importante che tutti, e non solo le grandi aziende, possano portare avanti la digitalizzazione.<\/p>\r\n<p>In linea di principio, le organizzazioni turistiche dovrebbero rimanere responsabili della promozione del turismo. Tuttavia, il Cantone dovrebbe ora essere in grado di utilizzare direttamente il denaro raccolto con la tassa di soggiorno.<\/p>\r\n<p>Il Consiglio di Governo vuole anche rendere pi\u00f9 efficiente la riscossione della tassa di soggiorno. Poich\u00e9 questa si basa sul sistema di registrazione degli ospiti, deve essere digitalizzata. Nel Cantone di Lucerna, gli hotel e gli altri fornitori di alloggi sono obbligati a tenere un registro veritiero dei loro ospiti nazionali e stranieri.<\/p>\r\n<h3>Couchsurfing tassabile<\/h3>\r\n<p>Chiunque ospiti in cambio di denaro o di un servizio di valore monetario deve pagare la tassa di soggiorno. La legge dovrebbe essere chiarita in modo che sia chiaro che anche le nuove forme di alloggio, come quelle avviate da Airbnb - come il couchsurfing, l'affitto della propria casa ai turisti durante le vacanze o lo scambio di casa - sono soggette all'imposta.<\/p>\r\n<p>\u00c8 inoltre previsto un maggiore margine di manovra per i Comuni nella riscossione della tassa di soggiorno.
