A mezzo anno dall'introduzione della notifica obbligatoria di assunzione, un'azienda su quattro si vede limitata nelle assunzioni. Questo \u00e8 il risultato di un sondaggio condotto su 650 direttori generali e responsabili delle risorse umane dall'istituto di ricerca sociale e di mercato gfs-z\u00fcrich per conto di swissstaffing e dell'Associazione svizzera di categoria. La percentuale di aziende che si sentono fortemente colpite dalle restrizioni e dagli oneri amministrativi aggiuntivi \u00e8 ancora pi\u00f9 alta, pari al 39%. Il motivo: per ogni posto vacante \u00e8 necessario verificare l'obbligo di denuncia e, se necessario, effettuare una denuncia.<\/p>\n

La segnalazione obbligatoria rallenta il reclutamento<\/h2>\n

\"Molte aziende dipendono dal personale con breve preavviso in caso di picchi di ordini e di eventi imprevisti come incidenti e malattie. Per poter occupare rapidamente i posti vacanti, il periodo di preavviso di cinque giorni \u00e8 troppo lungo. Molte aziende clienti delle societ\u00e0 di fornitura di personale temporaneo hanno bisogno dei dipendenti che cercano entro 24 ore\", afferma Leif Agn\u00e9us, presidente di swissstaffing e direttore generale di Manpower Svizzera, spiegando l'alta percentuale di aziende ristrette. Il risultato: ritardi, qualit\u00e0 inferiore, straordinari per il personale esistente, ordini persi.<\/p>\n

Processo di rendicontazione riuscito, proposte di candidati carenti<\/h2>\n

L'attenzione della Confederazione e dei Cantoni per una procedura di notifica favorevole alle imprese ha dato i suoi frutti. L'80% delle aziende intervistate ritiene semplice la valutazione della subordinazione e la procedura di notifica. C'\u00e8 molto da recuperare per quanto riguarda le proposte dei candidati del RAV. Solo il 31% delle aziende intervistate li ha giudicati buoni. Alla luce di queste cifre, il direttore dell'Associazione svizzera di categoria, Hans-Ulrich Bigler, commenta: \"Finch\u00e9 la qualit\u00e0 dei dossier dell'URC non migliorer\u00e0, l'estensione dell'obbligo di registrazione alle professioni con un tasso di disoccupazione superiore al 5% non ha senso, ma comporta solo un ulteriore onere amministrativo per le PMI.<\/p>\n

L'obbligo di notifica dei posti di lavoro riguarda in particolare la Svizzera francese<\/h2>\n

L'analisi del sondaggio per cantone mostra: L'obbligo di notifica dei posti di lavoro colpisce in modo particolare la Svizzera francese. Nel Cantone di Ginevra e nel Cantone di Vaud, rispettivamente il 72 e il 60% delle aziende dichiara di essere gravemente colpito dall'obbligo di notifica dei posti di lavoro. Inoltre, il 44% delle aziende del Cantone di Ginevra si sente fortemente limitato nelle assunzioni. \"Nel cantone di Ginevra ci sono pi\u00f9 posti di lavoro che abitanti in et\u00e0 lavorativa. Le opzioni di assunzione non complicate sono quindi particolarmente importanti\", spiega Marius Osterfeld, economista di swissstaffing. Alla luce della carenza di lavoratori qualificati e della concorrenza internazionale, l'obiettivo dovrebbe essere quello di creare un mercato del lavoro pi\u00f9 trasparente, pur preservando il mercato del lavoro liberale. Per i leader politici di Berna, i risultati del sondaggio sono un campanello d'allarme, poich\u00e9 \u00e8 prevedibile un ulteriore aumento dell'onere per l'economia a causa dell'estensione dell'obbligo di notifica dei posti di lavoro nel 2020 e dell'introduzione di controlli.<\/p>\n
