Un sistema di prelievo da solo non \u00e8 sufficiente.<\/figcaption><\/figure>\n<p>Le energie rinnovabili dovrebbero essere promosse anche dopo la scadenza della remunerazione di alimentazione a copertura dei costi KEV. Questo perch\u00e9 la sostituzione prevista, il sistema climatico e di guida KELS, non \u00e8 una garanzia che gli investimenti saranno fatti nella produzione di energia elettrica rinnovabile. Questa \u00e8 la conclusione a cui sono giunti i ricercatori del centro svizzero di ricerca sull'energia SCCER CREST in un articolo recentemente pubblicato\u00a0<a href=\"\/\/www.sccer-crest.ch\/fileadmin\/user_upload\/White_Paper_KEV_Final.pdf\">Libro bianco.<\/a><\/p>\n<p><strong>Il finanziamento scade<\/strong><br \/>\nLa strategia energetica stabilisce che cinque anni dopo l'entrata in vigore del primo pacchetto di misure, presumibilmente nel 2018, non saranno pi\u00f9 sovvenzionate nuove installazioni attraverso le tariffe KEV. Inoltre, non ci saranno pi\u00f9 nuovi contributi agli investimenti o pagamenti una tantum a partire dal 2031. La Strategia energetica 2050 prevede che le misure di sostegno per le energie rinnovabili saranno sostituite dal sistema di gestione del clima e dell'energia KELS, che preleva tasse sui combustibili e sull'elettricit\u00e0.<\/p>\n<p><strong>Importazioni di elettricit\u00e0 invece di generazione rinnovabile?<\/strong><br \/>\nMa secondo gli autori, questo impedisce la costruzione di nuove centrali elettriche fossili - ma non garantisce che vengano fatti investimenti anche nella produzione di energia rinnovabile. Invece, le importazioni di elettricit\u00e0 aumenteranno. I ricercatori chiedono invece di attuare uno dei due gruppi di misure: Sia con strumenti di quantit\u00e0 flessibili - come le quote o le offerte - o con strumenti di prezzo flessibili - come i premi di alimentazione.<br \/>\nEntrambe le misure potrebbero essere progettate vicino al mercato e implementate in modo tale da rendere possibile un controllo sicuro dei costi totali. Una buona progettazione delle misure \u00e8 qui cruciale.
